Deb Blechman has been an Orange County Judge since 1995. County judges hear criminal cases involving one year or less incarceration, and civil cases of up to $15,000 in monetary value. Deb has served 10 years in criminal court, 4 years in civil court, and currently serves at the Orange County Jail. At the jail Judge Blechman hears first appearances for all types of crimes, misdemeanors and felonies. At first appearances, Judge Blechman reviews arrest reports and criminal histories for people who are arrested within the prior 24 hours. The first appearance judge determines whether or not there is probable cause to hold the accused person, and sets bail and/or conditions of release as appropriate. The first appearance judge also resolves misdemeanor cases and conducts a Mental Health Court.
